A one-time, $1B+ grant funding opportunity created under House Bill 500 to support critical water supply and infrastructure projects across Texas.

WSIG provides 100% grant funding — not loans — for eligible public water systems ready to plan, design, and build.

What Is the WSIG Program?

The Water Supply and Infrastructure Grants (WSIG) program is a one-time state funding initiative administered by the Texas Water Development Board. Created through House Bill 500 (HB 500), the program allocates $1.038 billion in direct grant funding for eligible water supply and infrastructure projects.

Unlike traditional TWDB programs, WSIG does not require repayment, making it a rare opportunity for Texas communities to advance critical projects without increasing long-term debt.

Funds must be awarded and contractually committed by August 31, 2027, or they will expire.

Who Is Eligible for WSIG Funding?

WSIG funding is limited to public entities and political subdivisions in the State of Texas.

Eligible applicants include:

  • Cities and municipalities

  • Counties

  • River authorities

  • Special law districts

  • Irrigation and water control districts

  • Groundwater conservation districts

Not eligible:

  • Water supply corporations (WSCs)

  • Investor-owned or private utilities

What Types of Projects Can WSIG Fund?

WSIG supports a broad range of water supply and infrastructure improvements, including:

  • Repair or replacement of aging water systems

  • Correcting system deficiencies (pressure, quality, water loss)

  • Expanding service to underserved or growing areas

  • Purchasing water rights or system capacity

  • Water reuse projects that increase supply

  • Efficiency and loss reduction initiatives

Ineligible projects include:

  • Wastewater treatment facilities

  • Flood control or drainage projects

  • Projects outside water supply or infrastructure scope

How WSIG Projects Are Prioritized

TWDB evaluates WSIG applications using a structured scoring framework that considers:

  • Median household income (AMHI) in the service area

  • Population served and system size

  • Prior receipt (or lack) of TWDB funding

  • Project readiness (engineering, permitting, easements)

  • Consistency with the 2027 State Water Plan

Projects that are “ready to proceed” consistently score higher.

How Much WSIG Funding Is Available?

While final awards are subject to TWDB prioritization, proposed funding ranges include:

  • Small systems (<10,000 population): up to ~$5 million

  • Mid-sized systems (10,001–150,000): up to ~$15 million

  • Larger systems: $25–40+ million based on need and readiness

Projects with completed planning, engineering, and environmental work are generally more competitive for higher award levels.

WSIG is a time-limited, one-time program, making early preparation essential.

  • Award announcements: Late 2026
